Guide to Program Reporting for 4-H YD Staff

Thank you for teaming together to write your Unit Plans of Work. It has been exciting to hear how you have prioritized your work by selecting only a few initiatives and have had discussons across program areas. I will be reviewing your Unit Plans of Work so that I have a better understanding of 'which' Units are doing 'what'. This information helps State Specialists...

a) allot resources such as equipment and curricula
b) plan locations for regional programs
c) determine demand for a program and therefore the future of specific learning opportunities
d) plan professional development to meet anticipated staff involvement
e) sell Extension's capacity to address a specific Extension program priority to potential funders and partners
f) honor your ability to say 'NO' to some work because you are saying 'YES' to prioritized issues for your Unit

As you report, please use the following guide so that like learning activities across the state are in like places in our reporting system, making it easier to accurately aggregate data. Communicating the Change in Policy for Over 18

Thank you for keeping me informed regarding conversations with families that have individuals with intellectual disabilities and are over the age of 18.  Administration has reviewed our 2012-2013 policy and support its implementation as written.  At your request I have prepared a letter to support your conversation with the families that are affected by our change in membership policy.  The letter has been posted on the portal under POLICIES.  Use the letter as you feel appropriate.  It outlines the reason for the change in policy and presents options for continued involvement with the 4-H Club as a volunteer, family member, or citizen.  Please contact me as you have questions or concerns.  Denise

The recording of the 4-H Policies webinar held on Sept. 6 is now available for viewing. Go to http://media.itcs.illinois.edu/telenet. Go to 9/6/2012 - 4-H Policies Webinar. I would also encourage you to go the portal and download the ppt version with "Notes" pages so you have a copy of the text that Karen and I shared during the webinar. I hope you will have a chance to listen prior to coming to the All 4-H Team meeting on Tuesday.

We also hope to have an updated version of the FAQ's posted on the Portal under Groups: 4-H Contacts: Staff Development: Webinars: 4-H Policies 9/6/2012 by mid-afternoon on Monday so that you can download that and bring it with you as well.

4-H Webinar FAQ Document Ready

The 4-H FAQ Document is now posted on the Portal under Groups: 4-H Contacts: Staff Development: Webinars: 4-H Fiscal Issues and Policies Webinar. Please review this document carefully and send additional questions via email to Sheri Seibold and Karen Moore by Friday, Sept. 14. We would also like for you to share any best practices or success stories that you have to date. If you have challenges that you would like addressed at the All 4-H Team Meeting next week, please share those as well.

Please bring your 4-H Unit Management Handbook, the 2012 Summary Changes in the UMH handout, and the FAQ document to the meeting next week.

Tom Ward has informed us that the webinars can not be accessed on the iPad. They may be accessed on your desktop computer or laptop if Flash is installed.

Dan Horn is continuing to work on a way to have the 4-H Unit Management Handbook available on the iPad. More information will be coming.

4-H Fiscal Issues and Policies Webinar - Sept. 6

The power point for the Sept. 6 webinar on 4-H Fiscal Issues and Policies is now posted on MyExtension Portal under Groups: 4-H Contacts: Staff Development: Webinars: 4-H Fiscal Issues and Policies 2012. In addition the five other handouts that were attachments to Meeting Place are also posted - Changes to the UMH 2012,Youth Livestock Auction Policy, Club Annual Financial Statement, Group Tax Exemption Authorization, and Articles of Incorporation.
We will let you know as soon as the recording of the webinar is ready for viewing. Check The Leaflet frequently. Webinar: 4-H Fiscal Issues and New Policies: An Introduction

Webinar: 4-H Fiscal Issues and New Policies: An Introduction

This webinar will be held Thursday, August 30 from 9:30 a.m. to 11:30 a.m. The intended audience is County Directors and 4-H YD and Metro Educators. This is an overview session. The major new policy changes and new tools and resources to implement those policies will be shared. Discussion will include how the major changes are to be integrated into the larger Extension organization. This will give you a "heads up" to guide 4-H program support staff and clerical support staff as they prepare materials for the new 4-H year.

A second webinar for 4-H Program Support Staff, Clerical Support Staff doing 4-H work as well as Educators and County Directors will be held on Thursday, Sept. 6 from 10:00 a.m. to 12 noon. I would strongly encourage either the CD or YDE be present with other staff for this second webinar! Another notice will be going out about this webinar but please remind all staff of the date. A previous notice was sent out by Denise Legvold on July 24. This session will be the "nuts and bolts" of the new policies, resources, and implementation strategies for the new 4-H year.

For the August 30 meeting, the meeting ID is 3687 and the password is 7654. The meeting place web address is https://meetingplace.aces.illinois.edu/a/db017998041145cc39bcfb09e70b9776. The session will be recorded but we encourage you to be present on this day if at all possible! If you can't attend, please plan to listen to the recording (once it is posted) but prior to the Sept. 6 webinar.

This year we will be providing Unit Management Handbooks for each County Director, each YD and Metro Educator, and each county office. It will also be posted on the portal and hopefully incorporated into a file that can be downloaded to your iPad. The Unit Management Handbooks should arrive in your office prior to Sept. 6.

A number of new/revised materials will be posted to MyExtension Portal (staff use) and to the Illinois 4-H web site (for staff as well as volunteers, parents, and members). This will be completed prior to the Sept. 6 webinar as well.

Please do not prepare new 4-H year packets for clubs, members, or volunteers until you have listened to the August 30 webinar and/or when the new materials are posted. We appreciate your patience on this matter but know that you have 4-H DMS enrollment finish up to do on your end as well. (See Dan Horn's message earlier today!)

Newly Revised CANTS Form

 New CANTS Form As of 7/16/2012, there is a newly revised CANTS Form - Form CFS689. They are now doing electronic submission of the form. You may go to the portal under Groups: 4-H Contacts: Volunteer Placement: New CANTS Form to access the form or you may go to the DCFS website www.state.il.us/dcfs under forms and work from there. You would complete the form online and then print the form in order to have an original signature. The signed form would then need to be scanned as a pdf by an Extension staff member (with the proper Extension office information at the bottom) and emailed to cfs689background@illinois.gov. If the report results in a "no priors", the 689 form will be stamped and returned to you by email. If the check results in positive findings, the report will be returned to you by mail.

We will be incorporating this into the 2012 Unit Management Handbook and discussing this on a new webinar in late August/early September. If you have questions before then, please contact Sheri Seibold.

Details will need to be finalized for completing the necessary county office information at the bottom of the page and posting the new form as a link on your own websites so that volunteers can complete the form online and then turn the signed paper copy back into you. Office staff will then need to scan the document as a pdf and email it to the address listed above. The key ingredient here is an original signature is required.

Withdrawal of proposed rule dealing with children who work in agriculture

Labor Department statement on withdrawal of proposed rule dealing with children who work in agricultural vocations

WASHINGTON -- The U.S. Department of Labor today issued the following statement regarding the withdrawal of a proposed rule dealing with children who work in agricultural vocations:

"The Obama administration is firmly committed to promoting family farmers and respecting the rural way of life, especially the role that parents and other family members play in passing those traditions down through the generations. The Obama administration is also deeply committed to listening and responding to what Americans across the country have to say about proposed rules and regulations.

"As a result, the Department of Labor is announcing today the withdrawal of the proposed rule dealing with children under the age of 16 who work in agricultural vocations.

"The decision to withdraw this rule – including provisions to define the 'parental exemption' – was made in response to thousands of comments expressing concerns about the effect of the proposed rules on small family-owned farms. To be clear, this regulation will not be pursued for the duration of the Obama administration.

"Instead, the Departments of Labor and Agriculture will work with rural stakeholders – such as the American Farm Bureau Federation, the National Farmers Union, the Future Farmers of America, and 4-H – to develop an educational program to reduce accidents to young workers and promote safer agricultural working practices."
